Can the President Overcome the ‘Trump Penalty’?

President Trump endured plenty of ups and down during his first three years in office. Just not when it came to polling. The gap between his highest and lowest job-approval ratings is the narrowest of any first-term president in the history of modern polling (since 1945). The levels of extreme partisanship that we have grown into over the past 30 years creates both a higher floor but a lower ceiling for presidents. CONT.
