Several candidates spent much of 2018 well below the radar, doing little more in public than signaling their intentions, such as former Housing and Urban Development Secretary Julián Castro, Rep. Tulsi Gabbard of Hawaii and South Bend, Indiana, Mayor Pete Buttigieg.
