Joe Biden’s domestic agenda is on the rocks because he’s been disengaged from his own legislative priorities, refusing to take sides in a worsening intra-party feud between his party’s moderates and progressives. A more involved president would be close to a rare bipartisan victory on infrastructure spending, but he’s been unwilling to confront progressive demands for trillions in a separate social-welfare package.
