President George H.W. Bush held office at a time of global transition, spanning the end of the Cold War, the breakup of the Soviet Union and the U.S. victory in the first Gulf War. Bush’s job approval rating was well above average for the first three years of his presidency, including one of the highest approval ratings in Gallup’s history.
