The Effect of Congress’s Productivity Drop

It’s been a tough year for the U.S. Congress. This week, it wrapped up its least-productive session in 40 years, measured by new laws passed. And polls show its approval rating is near record lows.

Going into the 2014 midterm election, those numbers would seem to inflame voters and foreshadow a lot of turnover, but recent history and current polling point to a different outcome. CONT.
